About Carter
A Life Between Worlds, A Career Built on Purpose
I’ve spent all of my life navigating complex systems—across cultures, countries, and sectors. This international perspective is central to who I am and how I work.
I'm Carter Quinley, a strategic consultant with over 15 years of experience at the intersection of responsible business, human rights, and international development. Raised in Thailand, I’ve spent 26 years (2/3rds of my life!) living across Asia and am fluent in Thai. Today, my life and work remain deeply connected across regions, with family, friends, and professional partnerships spanning Asia, North America, Australia, and Europe.
Throughout my career, I’ve led major government programs to combat child labor and forced labor, built cross-sector coalitions to fight human trafficking, and advised companies and civil society groups on transforming ESG commitments into meaningful, measurable outcomes. Whether representing the U.S. government at international forums or supporting survivor-centered strategies on the ground, I bring a culturally fluent, results-driven approach to every engagement.
Bridging Policy and Practice Across Borders
I believe that values-driven work demands more than good intentions. It requires clear strategy, context-specific solutions, and trusted implementation partners.
That’s where I come in.
My consulting practice supports organizations and companies to move from policy to practice—helping design strategies that are ambitious yet actionable, and rooted in integrity, equity, and impact.
